By aggregating best practice and lessons learned from projects implemented across Europe, it provides a valuable repository of information for all smart city stakeholders. For project developers, it offers explanations on problems that may be encountered and lists solutions generated by real life projects, with links to relevant documentation. For decision-makers it may offer information on the impact of regulatory barriers. For both developers and decision-makers it also provides information on solutions that help to make projects financially sustainable.

The database contains regulatory, financial and stakeholder-related barriers and solutions from the mobility and transport sector and the energy sector, with a particular focus on energy efficiency in buildings and low-carbon energy technologies.
